The CBIC has issued a new circular (No. 249/06/2025-GST) dated 09th June 2025 that brings a small but important update related to how official GST communications are handled.
What Is DIN?
DIN stands for Document Identification Number. It is a unique number generated for every official communication from GST officers to ensure transparency and accountability. DIN helps taxpayers verify that a notice or order is genuine.
What Was the Old Practice?
Earlier, CBIC made it mandatory to mention the DIN on all types of communications (letters, notices, even emails) sent to taxpayers. This was introduced through:
- Circular No. 122/41/2019-GST (dated 05.11.2019)
- Circular No. 128/47/2019-GST (dated 23.12.2019)
What’s the New Update?
CBIC noticed that documents generated from the GST common portal already have a Reference Number (RFN). This RFN is:
- Unique
- Electronically generated
- Easily verifiable through the GST portal at:
👉 https://services.gst.gov.in/services/verifyRfn
These documents include:
- Show Cause Notices (DRC-01)
- Orders (DRC-07)
- Other GST communications uploaded on the common portal
Since RFN already does the job of uniquely identifying and verifying the document, mentioning DIN along with RFN is now unnecessary.
CBIC’s Final Clarification
From now on, if any GST communication is issued through the common GST portal and contains a verifiable RFN, then:
- DIN is NOT required
- The document will still be considered valid and authentic
Important Note
This update modifies the earlier Circulars No. 122/41/2019-GST and 128/47/2019-GST only to this extent.

This move simplifies things for both tax officers and taxpayers. Now, if your GST notice or order has a Reference Number (RFN) from the GST portal, you don’t need to worry about whether DIN is quoted or not. Just verify the RFN online — and you’re good to go!
